Matsumura presumed for charlotte's attack, and a lot oft he effects in general. Kouno pretty much presumed for just huge swathed of this episode TBH because it just.. insanely strong. not impossible it's all Matsumura though.
Edit: Matsumura confirmed to have corrected the explosion
Also, Chizuru Kobayashi confirms that Kouno did do the layout for this and the training scene. there seams to be an implication he did KA as well but I'm not too sure.
