Park always pulling through
Are like 5 frames at 0:07 of Yuji punching towards the screen from episode 12 and 23? I noticed that the scribbles on Yuji's fist are similar, but it might just be Park drawing a similar shot with the same style of smears?

The drawings here are entirely new.

an easy way to check this is by layering clips on top of eachother in an editing software, and setting the top layer's blending mode to "difference" similar frames will cancel eachother out and only the difference is shown.
It still bothers me how in the 6th and 7th cut Yuji's punch is thrown using his left hand but in the 8th cut it switches to his right hand.

The rest of animation in this film looks great, but it look very rough and wonky.
btw you can edit your first comment instead of posting two

Looks like 40's Disney animation, the characters dancing and all that stuff.
why the reupload? won't complain though, it's one of the best animated scenes from any Pokemon series.
previous upload was a 30FPS TV source

the previous upload didnt look very good quality-wise, due to being a tv rip, and the framerate was wrong, so some cuts were stuttery
shingo's smooth camera rotation while maintaining the consistency of busy characters acting will always be top notch

Looks the same to me. I'm guessing that quick action part (I'm ausseming that is what u meant) was to look more snappy or budget stuff.

100% the latter case (though I wouldn’t call it “budget”, per se)
