Watching the episode right now. I want to say Wang Film Productions, but I'm not 100% certain.

It bites when there's no production materials (or proper credits) to work with.

They're more cartoony and fluidly animated in the first 11 seconds, I've seen that style before in maybe Tiny Toons or Animaniacs.

Like I said, I'm almost certain this was Wang's doing. It features a few other tells of theirs too from the period (like the thick line inking, Raph's head bob and the oddly consistent mechanical animation later in the episode), but without proper materials or credits to back it up, I can't say for sure

Apparently Masaaki Iwane worked on a few episodes. It was among his earliest work, and a rare example of him working on a western cartoon.

Yeah, but this clearly doesn't look like Japanese animation. Just look at the cut with the flung pizzas, that's way too early 90s-WB style to be done in Japan.
