The simple explanation is that Toshiyuki Tsuru was like a decade ahead of his time. He was among the earlier wave of artists to experiment with digital tools in their works and if you ask me, probably the individual whose work holds up the best against the test of time when so much from that era often looks very dated.

As for this particular OP, it's fairly reserved experimentally-wise compared to some of his other work, I know what you're saying though. I would mainly attribute it to the video source being better than like 99% of the 2002 Naruto sources, the thinner lines which the actual series doesn't opt for as often, and the color palate gives it a different feel than the rest. But the actual production pipeline is more or less the same.
