It's not as clean as his other work on this episode, he likely took over those action cuts from Waka (or the other way around?) but the drawings and timing are very much him. This whole segment of the episode is strange to me there's a lot of rushed cuts and unusual editing

Or could it be Hirofumi suzuuki here? strangely enough he is in the credits but without a scene with his name. By the way this ep put together all the 'Flow animation without design' is hard to distinguish...

Suzuki did the part at the very start of the episode, before Norio begins.
Also not sure at all what you mean by that last part
