whoa now. As sucky as it is, stuff like this is normal. It isn't gonna look exactly like the roughs because deadlines are still an issue. Trust me, no one wants to actively mangle their own project. (..at least 90% of the time.)

Yes, but he wasted time modifying the original drawings
that are good for a poor work. It have no sense, a waste of time for worst...And I am not sure it was for design consistency...

Episode 6 right?

Chief Animation supes were Masaru Sakamoto, Akira Amemiya and Kengo Saito
Episode animation supes belonged to Studio Massket (the episode's co-producer)- Lee So-Roe and Liu Yunliu

If there's a culprit here, it's likely one of Massket's supervisors.
