It has a long, convoluted history, but you're basically right. It was the self-funded pet project of Richard Williams studio for some 25+ years (on and off between commercial work). After Roger Rabbit was a hit in the late 80's they got investment to finally finish the film, but did not finish it within the company's deadline.
The fan-edit "Recobbled cut" shows how far they got before the film was taken out of Williams' control and "butchered" into a cheesy direct-to-video film by a third company
