Blue confirms stuff by talking to the staff so it's safe to assume, yes.
It's so confusing where Yamashita's part in this post could be:
The running part at the beginning doesn't seems like him
0:40-1:03 Not Yamashita, even he couldn't correct most of it.
1:03-1:15 maybe NC work, some parts are similar to Matsumoto or Fujisawa style in drawing.
If Yamashita done key animation it should be something in 1:16-1:31, but even this could be a heavy correction (most likely it is a redrawing with some key animation).
I mean, just like all his episodes he re-draws everything but the L/O timing isn't always going to be completely fixed so you have stuff that half resembles him and half doesn't

28-38 straight up looks like his KA, also nothing here is Fujisawa or Norio, the latter did work on the episode after though.
