That's really 3D? If so they did a really good job of making the lines look like 1980's cels (albeit with more elaborate shading than normal)
I don't think they literally meant it was 3D. Just an exaggerated statement on the quality of the drawings on the complex robot despite the complicated movement.
No, that's actually 3D. I thought it was 2D at first, but when you look at the bevels, that gives it away. And the internals lines look like they were done using the Motomura technique like in guilty gear xrd. Especially the way the lines taper and then those weird CG cel shading artifacts that weren't painted over (around the end of :03 there are some artifacts on the screen left leg). Of course some frames are drawn over, but this shit is impressive.
