I wonder if they still have the talent to make mecha animation like this and at the same time have that great character acting animation.

The vast majority of KyoAni animators from that episode are still in the studio (though it did have both Takao and Sakamoto, funnily enough), and the show's highlights were Ishidate's and Kigami's, pretty much how it is nowadays. Eupho's a far more ambitious project when it comes to mechanical animation than FMP ever was and they cleared that!

I know that the instruments were very difficult to do because they were 2d and their animation is incredible but a Mecha show is a whole different beast, they need to deal with dynamic cameras, effects, hard perspectives, sense of weight and the fact that their animation standards are higher now will make it very difficult.

Takahashi, Kigami and Ishidate are good for the challenge but apart from them who is as technically gifted?

Noriyuki Kitanohara was kind of a mecha guy back in the day.
Shinpei Sawa loves drawing mechanical object but he has never worked on mecha anime before.
Sawa sure wants to draw mecha *cough* post #2854 *cough*, but aside from the already mentioned ones there's also other strong action animators inspired by them like Kunihiro Hane. Even Sato would fare well, even if it's not naturally his thing, it feels like there's enough notable animators to carry the show. Not all animators in a Gundam series are A+ mecha people, most scenes are drawn by people who are just decent at mechanical drawings.

And again, most of the people who made TSR possible are still around, so I don't doubt that they could do it again. I don't think it'd be their best fit obviously, but at the very least it'd be on a similar level.
