The style looks like classic Hiroyuki Yamashita. He was also in the credits, so I would be surprised if this wasn't him.

Seems like Yamashita has trained this animator well..
I guess the folds of the clothing look a little like Yamashita, but when I think of Yamashita I think of how he draws the characters' lines. In that respect I didn't really see anything like that until the close up of Sasuke's palm.
He's Chinese, not Korean. The proper spelling should be Huang Chengxi.

Both the facial expressions and the way hair is drawn and animated seem to have been taken directly from Yamashita's style. Or at least his style from a few years ago. I'm not sure what his animation looks like these days.
