It would appear that this is Masahiro Ando's work. I'll keep presumed on just to be safe but those genga notations are pretty much identical.

It's correct, 安藤正浩 is the legendary Sailor Moon animation director, while 安藤真裕 is the action animator and sword of the stranger director. Both of them worked on this series at some point
