I notice that with impact frames a lot if i pause on a certain one and rewatch the scene it becomes clearer

That´s also happened to me countless times, i think it has to do with the persistence of the retina, which is the phenomenon that allow us to perceive separate images as a fluid continuity, one frame stay in our eye for a tenth of second after vanishing yuxtaposing with the next frame, but i don´t know to what extent it is related

the moment i saw that scene i knew it was yoshimichi kameda
