It was based on the performances of RyuICHI and SARA YAMANAKA, so very likely at least referenced in some way or another. RyuICHI’s performances were used for Yuuji, Megumi and Gojou, and SARA’s performance was used for Nobara.

No offical confirmation on that, for all we know it could even be a bit of both.

Personally I don’t think this seems fully rotoscoped, the motion doesn’t really leak through the usual obvious qualities that result from that technique, like head and body feeling like they belong to different entities, or body parts or clothes “snapping in place” throughout the motion. Though of course some people are just very good at utilizing the technique in a way that hides those kind of details well.
as with a lot of these cases the line between the two is pretty difficult to disparage. Regardless of whether some parts were rotoscoped or not though, it's clear that a lot of work went into delineating the frames in a way that feels natural to animation, similar to the Chika dance Kaguya ED.
Based on his tweets it sounds more like they shot reference videos and then he referenced the poses for his animation. He even says the girl dancing had to do it without the bags because the handles broke, so he improvised those and the door opening animation. Using reference =/=rotoscoping

Maybe you missed this one:

He says that if he relied on rotoscoping too much, the original performer would be more apparent than the actual character (i.e. it would not seem like the character is doing the dancing). This implies rotoscoping was used to some extent. He says he had to put attention to the expressions and make minute adjustments to make the end result look more like typical drawings (and thus natural to animation).
