I disagree. The colours here are pretty closely in line with what you'd see in Kamitsubo/Oonuma's OPs/EDs. This screams Ef to me.

The color pallet and storyboard are definitely leaning towards Shin Oonuma. Tho the animation's timing does feel very Ishihama-esque to me...
