OK, so...

First of all, there was an HD version of this movie uploaded recently, so that's good.

Secondly, the clips on sakugabooru from this movie are uploaded in 30fps, which makes sense, since that's the framerate of the releases out there. But that is not how the animators intended their work to be seen. Basically, one out of every 5 frames is a duplicate, and that duplicate needs to be removed to bring the animation back to its original 24fps.

This is not easy to do automatically (at least for me) because the dupe frame that needs to be removed keeps changing every scene. But I was able to do it manually here (manually as in decimating by scene), which is why this clip is in 24fps. I think tools like wobbly or yatta are meant for fixing this kind of thing, but I don't know how to use them.
thank you mtobob for the good source, the whole movie is now cut and uploaded
One of my favorite clips of all time.
I never noticed before, but Yoshinari did a lot of background animation for this scene, didn't he? The cut at 0:03 - 0:07 is the best example of this, but there were plenty of smaller examples throughout the entire scene.
