It's an incredibly cruel detail but the way the corpses stand and move from 0:06 seems very similar to the ant-walking people of Hiroshima after the nukes, think that's a direct reference.
the top credited 笹本強 is likely responsible for this scene. Unfortunately, it's a pen name of an established animator since they only have a few genga credits and no douga history which at the time would be uncommon
I would keep an eye on Gold/Silver #234, #240, #243, #252 as well as Advanced Generation #29 and #38, the only other episodes of Pokemon they're credited on, for something similar in style
outside of that, their only credits are on Madhouse's first season of Juubei-chan and CCS
update: skimmed through some of the episodes they're credited on and there's nothing even remotely notable - so it might just be a regular NC here
