I figured it was because of the outsourcing, but his first key animation? That's so cool, thanks for answering.

it resembles some of Masao Okubo's works, but I'm not sure if it was actually him, his name isn't even listed anywhere in the credits as he is in the middle of the animation for this cartoon specifically for this episode
